Shimmick Construction Company, Inc. is a Prime Contractor requesting bids from DBE/MBE/WBE/SBE and Labor Surplus Area (LSA) certified firms.  Subs/Professional Services/Suppliers for the following project:

NORTH OF RIVER SANITARY DISTRICT NO. 1 – WRRF EXPANSION
BID DATE & TIME: THURSDAY, SEPTEMBER 17, 2026
PROJECT ESTIMATE: $175M
Bids should be received no later than 12:00 pm on September 16, 2026, quotes received after the time listed may be considered non-responsive.

General work description: Expansion of existing preliminary and primary treatment, including new coarse screens, influent pumps, grit removal unit, primary clarifier and fine screens; construction of new secondary liquid treatment with new bioreactor coupled with membranes; expansion of existing anaerobic digestion capacity to include new anaerobic digesters, gas storage, expand screw press, new rotary drum thickeners, sludge pumping, gas storage, new potable and recycled water pumping systems, new plant drain pump station, repurpose secondary clarifier as new emergency storage tank and associated yard piping, new medium-voltage electrical distribution system and standby generators, electrical and controls integration; and all materials and equipment, construction, and services inherent to the Work.

Shimmick Construction Company, Inc. encourages qualified small businesses, minority-owned businesses, women-owned business enterprises, disadvantaged business enterprises (DBE), and labor surplus area firms to participate in this project. In support of the project’s applicable federal requirements and affirmative outreach efforts, Shimmick is soliciting competitive quotations from qualified subcontractors and suppliers for available portions of the work. Subcontracting and supplier opportunities include but are not limited to: pipe supply HDPE and stainless steel, precast supply (utilities), underground ground pipe/utility subcontractor. Pothole subcontractor, minor concrete structures subcontractor, misc. iron & steel furnish, AC paving subcontractor, asphalt cold plane & milling subcontractor, AC dike subcontractor, aggregate supply, demolition subcontractor, demolition core & saw subcontractor (hourly), fencing subcontractor, flatwork subcontractor, RCC paving subcontractor, dowel & tie bar supply, excavation & grading subcontractor, shoring, signs – roadway subcontractor, sings – roadway supply, tieback-soil nail subcontractor, tieback-soil nail supply, SWPPP/erosion control subcontractor, misc. metal supply, FRP/composite supply, metal beam/railing supply, joint seal supply, waterproofing subcontractor, roof specialties supply (hatches, rails, etc.), ready mix supply, reinforcing steel subcontractor, concrete barrier subcontractor, lumber supply, joint seal-building/plant, minor structures subcontractor, pump subcontractor, fire systems subcontractor, HVAC subcontractor, plumbing subcontractor, mechanical subcontractor, pump supply, valves – non plastic, pipe supports, gate supply, strainers & filters, ceiling subcontractor, doors subcontractor, doors overhead/rolling subcontractor, firestopping subcontractor, engineered buildings subcontractor, window & glazing subcontractor, insulation subcontractor, masonry subcontractor, paint & coating subcontractor, roofing subcontractor, sheet metal/metal roof subcontractor, louvers & vents, steel truss supply (cold-formed), rental equipment supply, survey subcontractor, noise & vibration monitoring, and security.

Shimmick Construction will conduct itself in good faith with all firms participating in this project. Items of work may be broken down into economically feasible packages to encourage DBE/MBE/WBE/SBE and Labor Surplus Area (LSA) participation.

Shimmick Construction requests that Non-DBE/MBE/WBE/SBE and Labor Surplus Area (LSA) subs provide lower-tier DBE/MBE/WBE/SBE and Labor Surplus Area (LSA) participation. Bidders are requested to indicate any lower-tier participation information so it can be evaluated as part of their quote.

CONTRACTOR REGISTRATION REQUIREMENTS: Labor Code Section 1771.1 (a) A contractor or sub shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5.  It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.

Bids submitted will confirm the acceptance of the terms and conditions of SCCI’s Standard Long Form Subcontract or Purchase Order, available upon request.  A Sub/Supplier providing a proposed bid/price will be viewed as accepting SCCI’s Standard Long Form Subcontract or Purchase Order- 100% Performance and Payment bonds are required for subs; material bonds are required from all suppliers. Shimmick Construction will pay bond premium up to 2%.  Subs/Suppliers will be required to abide by terms and conditions of the AGC Master Labor Agreements. All proposers are bound by the prime contract terms and conditions, including payment provisions. Insurance coverage is required as set by the prime contract and/or Shimmick Construction – whichever is greatest. Minimum insurance requirements: General Liability $1M-Per Occurrence/$2M-Agg/$2M-Completed Operations; Excess Liability $5M; Auto Liability $1M; Workers Comp & Employer Liability $1M. Project specific insurance requirements are provided in detail the Special Conditions. The listing of a Sub/Supplier is not to be construed as an acceptance of all the conditions or exceptions included with the price quote.  Shimmick requires that Sub & Supplier price quotes be provided at a reasonable time prior to the bid deadline to enable a complete evaluation.
