SAN PEDRO WATERFRONT – HARBOR BOULEVARD ROADWAY AND 22ND STREET PARKING LOT IMPROVEMENTS PROJECT

General work description: San Pedro Waterfront – Harbor Boulevard Roadway and 22nd Street Parking Lot Improvements Project consists of developing and redeveloping 17.5 acres of parking improvements for a total of approximately 1,900 parking stalls and roadway improvements at Harbor Boulevard (formerly known as Sampson Way) from SP Slip to 22nd Street. The 208 East 22nd Street Parking Lot Improvements and Public Access Improvements Project consists of demolition of the Red Car maintenance and storage facility and fisherman storage areas and other existing improvements including clearing and grubbing, grading, asphalt concrete paving, and striping; installation of site lighting and conduit for future cabling; security fencing and cameras; parking ticket dispensers, pay stations, and gate arms; cast-in-place concrete retaining walls; construction of a concrete masonry unit (CMU) restroom building with utilities; and other improvements. The Harbor Boulevard from SP Slip to 22nd Street Roadway Improvements Project includes reconfiguration and expansion of a section of Harbor Boulevard from SP Slip to 22nd Street to include 2 travel lanes in each direction, a scenic pedestrian walkway, and pedestrian access. Improvements include demolition and removal Work; removal and relocation of existing utilities; construction of curb and gutter; grading new boulevard alignment; placing crushed miscellaneous base; cold milling existing pavement; paving; pavement markings; relocation of existing and installation of new signage; sidewalks; street trees and landscaping; lighting; site cleanup; and other improvements.

Scopes of work requested, but not limited to: Pipe supply (PVC), pipe supply (HDPE), pothole subcontractor, AC Paving subcontractor, asphalt coldplane & milling subcontractor, aggregate supply, rip rap supply, rip rap subcontractor, demolition subcontractor, demolition core & saw subcontractor (hourly), demolition asbestos & lead abatement, fencing subcontractor, flatwork subcontractor, lightweight concrete, landscape & irrigation subcontractor, hydroseeding, striping subcontractor, signs – roadway subcontractor, signs – roadway supply, traffic control subcontractor, traffic control supply, driven pile subcontractor, precast pile supply, hazardous/contaminated soil haul/disposal, soil/water test and monitor, street sweeper, geotextile/erosion control supply, SWPPP/erosion control subcontractor, concrete washouts, trucking subcontractor, metal beam/railing supply, ready mix supply, reinforcing steel subcontractor, formwork supply, minor structures subcontractor, ceiling subcontractor, doors subcontractor, flooring subcontractor, masonry subcontractor, paint & coatings subcontractor, anti-graffiti subcontractor, signs (building/wayfinding subcontractor), skylight subcontractor, electrical subcontractor, signal & lighting subcontractor, communications & fiber subcontractor, QA/QC subcontractor, survey subcontractor, office trailer supply, noise & vibration monitoring, security, cameras, and any other scopes that may be found within bid documents and specifications.

Shimmick Construction will conduct itself in good faith with all firms participating in this project. Items of work may be broken down into economically feasible packages to encourage SBE/VSBE/MBE/WBE/DVBE/OBE participation.
Shimmick Construction requests that Non- SBE/VSBE/MBE/WBE/DVBE/OBE subs provide lower- SBE/VSBE/MBE/WBE/DVBE/OBE participation. Bidders are requested to indicate any lower-tier participation information so it can be evaluated as part of their quote.

CONTRACTOR REGISTRATION REQUIREMENTS: Labor Code Section 1771.1 (a) A contractor or sub shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5.  It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.

Bids submitted will confirm the acceptance of the terms and conditions of SCCI’s Standard Long Form Subcontract or Purchase Order, available upon request.  A Sub/Supplier providing a proposed bid/price will be viewed as accepting SCCI’s Standard Long Form Subcontract or Purchase Order- 100% Performance and Payment bonds are required for subs; material bonds are required from all suppliers. Shimmick Construction will pay bond premium up to 2%.  Subs/Suppliers will be required to abide by terms and conditions of the AGC Master Labor Agreements. All proposers are bound by the prime contract terms and conditions, including payment provisions. Insurance coverage is required as set by the prime contract and/or Shimmick Construction – whichever is greatest. Minimum insurance requirements: General Liability $1M-Per Occurrence/$2M-Agg/$2M-Completed Operations; Excess Liability $5M; Auto Liability $1M; Workers Comp & Employer Liability $1M. Project specific insurance requirements are provided in detail the Special Conditions. The listing of a Sub/Supplier is not to be construed as an acceptance of all the conditions or exceptions included with the price quote.  Shimmick requires that Sub & Supplier price quotes be provided at a reasonable time prior to the bid deadline to enable a complete evaluation.
