General work description: The project will install systems to collect real-time traffic data and operate active traffic management devices to reduce collisions, improve the flow of traffic, maximize the use of existing freeway capacity, and react to incidents that cause delay.  The civil improvements consist of modifications at the NB freeway entrance ramps at Temecula Parkway and Rancho California Road. The direct ramp at Rancho California Road will be widened to add additional lanes at each ramp meter location, and consolidation of the direct ramp at Rancho California Road will be constructed to provide better control over the traffic streams entering the freeway at these locations and eliminate sources of traffic disruption.   The ITS improvements include installation of The InfraRed Traffic Logger (TIRTL™) vehicle detectors, new ramp meter installations at Rancho California Road, modification of the Temecula Parkway ramp meter, and installation of Closed-Circuit Television (CCTV) cameras and variable speed limit (VSL) signs

This project has a 21% DBE goal.  In addition to request for participation from Certified DBE subcontractors and suppliers, Granite requests Non-DBE subcontractors to provide lower-tier DBE subcontractor and/or supplier participation. Bidders are encouraged to indicate lower-tier DBE participation, as it will be evaluated as part of their quote.

Granite Construction Company is signatory to Operating Engineers, Laborers, Cement Masons Teamsters and Carpenters unions.  Granite may require 100% performance and payment bonds for the full amount of subcontract price.  Granite Construction will assist with bonding costs for subcontractors.
