Sealed bids will be received at the office of the Department of Parks and Recreation, One Capitol Mall, Suite 410, Sacramento, California 95814, up to 2 p.m., Thursday, October 12, 2017, at which time and place they will be publicly opened and read for performing the work as follows:
Furnish all labor, materials, tools and equipment necessary to remove the existing hydronic system, associated equipment and solar panels, address moisture issues in the basement, and provide for new HVAC system and flooring in the visitors center at SILVERWOOD LAKE STATE RECREATION AREA in San Bernardino County, California, complete and in accordance with the plans and specifications therefore and such addenda thereto as may be issued prior to bid opening date.

Contract Performance Period: 180 Calendar Days from Formal Start Work Date
NOTE: A MANDATORY job showing will be held at 11:00 a.m., Thursday, September 28, 2017, at the Visitor Center at Silverwood Lake State Recreation Area, 14651 Cedar Circle, Hesperia, California 92345, San Bernardino County. Attendance at the job showing is MANDATORY and will be the only opportunity made available for prospective bidders to view the site with park personnel. No Bid will be considered from a Prime Contractor that did not attend the mandatory job showing. Due to wristwatch variance, attendees will be allowed to sign in up to five (5) minutes past the scheduled job showing start time. Those attendees arriving five (5) minutes past the scheduled job showing start time will not be allowed to sign in.
The bidder agrees to complete all work within ONE HUNDRED EIGHTY (180) calendar days from the date of written notice to commence work. This time includes ten (10) calendar days allowed for the contractor to begin work.

At the website go to Quicklinks, View/Search Bids, and enter Bid Number “C17E0008” in the “Event Name” field. Click on the “Search” button to view the full advertisement and bid documents.
Questions and Answers: Any discrepancies, omissions, ambiguities, or conflicts in or among the contract documents or doubts as to meaning shall be brought to the State's attention by including your comments directly to Merrilee.Byrnes@parks.ca.gov NO LATER THAN 2 p.m., seven (7) calendar days prior to bid opening date. Answers will be provided by Addendum which will be posted within the Bid Solicitation located on the Cal eProcure website stated above. It is the responsibility of the bidders to download any addenda as needed.
No bid will be considered unless it is made on a standard bid form furnished by the Department of Parks and Recreation, and is made in accordance with the "Instructions to Bidders".
Bids must be submitted for the entire work as described herein. The Department of Parks and Recreation reserves the right to waive any irregularity in a bid or to reject any or all bids.
The apparent low bidder will be required to execute a contractual agreement in the form of a "Standard Agreement ‑ Form 213" which shall be binding upon the State of California only upon approval by the State.
Bond requirements for contracts exceeding $5,000 are stated in the General Conditions, DPR 483, Section 00700.
In accordance with the provisions of Section 1770, 1773 and 1773.1 of the Labor Code, the Department has ascertained that the general prevailing rate of wages in the county in which the work to be done be as listed by the Department of Industrial Relations (415) 703-4780. A copy of this listing is on file at the address listed above or at www.dir.ca.gov.
Participation in Small Business Preference Program: Preference will be granted to bidder properly approved as "Small Business" in accordance with Section 1896, et seq., Title 2, California Code of Regulations. A small business firm must have an approved certification form (STD. 812) on file at the Department of General Services, Office of Small Business and DVBE Services, 707 Third Street, First Floor – Room 400,
West Sacramento, California 95605, by 5:00 p.m. of bid opening date (website address: http://www.pd.dgs.ca.gov/smbus). If bidder requests “Small Business” preference on this project, bidder must sign STD. 811 form (Small Business Preference and Certification Request) and submit with bid. A printout from the eProcurement website www.caleprocure.ca.gov showing Small Business Certification and expiration date must be submitted with bid.
Non-Small Business Preference – refer to “Small Business Subcontractor Participation Worksheet,” DPR 85 form:
A five percent (5%) bid preference is available to a non-small business proposing firms claiming twenty-five percent (25%) California certified small business subcontractor participation. If claiming the non-small business subcontractor preference, follow the directions and fill out the “Small Business Subcontractor Participation Worksheet” (DPR 85) which is included in the Bid Forms. Proposers claiming the five percent (5%) preference must commit to subcontract at least twenty-five percent (25%) of the net bid price with one or more California certified small businesses. Completed certification applications and required support documents must be submitted to the office of Small Business and DVBE Services (OSDS) no later than 5:00 p.m. on the bid due date, and the OSDS must be able to approve the application as submitted. Questions regarding certification should be directed to the OSDS at (916) 375-4940.
Participation in Disabled Veteran Business Enterprise Program (DVBE): The minimum DVBE participation percentage goal is 6%. Failure to fulfill the DVBE requirement will render your bid non-responsive. DVBE Incentive: For evaluation purposes only, an incentive will be given to bidders who exceed the 6% DVBE participation requirements. Refer to the DVBE forms beginning with DPR 479IP.
In determining the lowest responsible bidder, the SB Preference is applied first in the bid evaluation process. If the Low Bidder is claiming the SB Preference or the Non-Certified SB Preference, the 5% or $50,000 max is not calculated for any bidder. However, the DVBE Incentive would be calculated. A Low Bidder claiming the SB Preference can only be displaced by another bidder claiming the SB Preference, if the adjusted bid price with SB Preference and DVBE Incentive is lower. The DVBE program incentives are applied second for bidders attaining more than the required amount of DVBE participation per the solicitation instructions. Notice of Requirement for Nondiscrimination Program: Your attention is called to the "Nondiscrimination Clause" set forth or referred to herein, which is applicable to all nonexempt State construction contracts, and subcontracts, and to the "Standard California Nondiscrimination Construction Contract Specifications" set forth herein.
