General work description:
The Work involves furnishing all labor, materials and equipment, in strict compliance with the Contract Documents, for a completed work of improvement, as follows: Construction of three separate wellhead water treatment plants for the City of Garden Grove to remove Per- and Polyfluoroalkyl substances (PFAS) contaminants at the Well 22, 26, and 27 before distributing the treated drinking water to the City’s customers. Construction includes procurement and installation of ion exchange (IX) pressure vessel systems, pre-filter cartridge filtration systems and sand separator systems (Well 26 and 27 only); connection to individual wells and treated water discharge points, installation of valves, piping, meters, electrical, instrumentation, and other ancillary and support facilities; constructing site improvements and fences, excavation, and pavement replacement; providing warranty and guarantees; and completing all associated commissioning, training, and acceptance testing for a fully functional water treatment plant. For Well 26, work also includes procurement and installation of a new 600 horsepower well pump and motor, variable frequency drive, programmable logic controller, switchboard and other electrical improvements; construction of pump building improvements and procurement and installation of HVAC system; construction of new chemical and electrical building for Well 26 PFAS Water Treatment Plant including HVAC system; procurement and installation of chemical storage tank, metering system, dosing system and mixer; and off-site piping between Well 26, Well 26 PFAS Water Treatment Plant, and distribution system.
Scopes of work requested, but not limited to: Pipe supply (PVC and Steel/ductile iron), pothole subcontractor, AC paving subcontractor, aggregate supply, demolition subcontractor, demolition crushing, temp fence supply, flatwork subcontractor, excavation and grading subcontractor, shoring, micro tunneling subcontractor for utility/underground work, lightweight concrete, traffic control subcontractor, traffic control supply, hazardous/contaminated soil haul/disposal, hazardous/contaminated soil subcontractor, street sweeping, concrete washouts, trucking subcontractor, structural steel (bridge) subcontractor and supply, structural steel (building) subcontractor and supply, miscellaneous metal subcontractor, miscellaneous metal supply, FRP/composites supply, joint seal supply, waterproofing subcontractor, joint seal subcontractor, roof specialties supply (hatch, rails, etc.), ready mix supply, reinforcing steel subcontractor, formwork supply, lumber supply, pump subcontractor, HVAC subcontractor, plumbing subcontractor, mechanical subcontractor, pump supply, valves both plastic and non-plastic, pipe supports, strainers and filters, industrial repair, pipe insulation, doors subcontractor, drywall and metal stud frame subcontractor, firestopping subcontractor, window and glazing subcontractor, masonry subcontractor, stucco/plastering subcontractor, painting and coatings subcontractor, anti-graffiti coating subcontractor, roofing subcontractor, sheet metal/metal roof subcontractor, louvers and vents, welding subcontractor, electrical subcontractor, electrical subcontractor, survey subcontractor, office trailer supply, security, and cameras.
Shimmick Construction will conduct itself in good faith with all firms participating in this project. Items of work may be broken down into economically feasible packages to encourage DBE/WBE/MBE/SBE/SBRA/LSAF/HUB participation.
Shimmick Construction requests that Non-DBE/WBE/MBE/SBE/SBRA/LSAF/HUB subs provide lower-tier DBE/WBE/MBE/SBE/SBRA/LSAF/HUB participation. Bidders are requested to indicate any lower-tier participation information so it can be evaluated as part of their quote.

CONTRACTOR REGISTRATION REQUIREMENTS: Labor Code Section 1771.1 (a) A contractor or sub shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.
Bids submitted will confirm the acceptance of the terms and conditions of SCCI’s Standard Long Form Subcontract or Purchase Order, available upon request. A Sub/Supplier providing a proposed bid/price will be viewed as accepting SCCI’s Standard Long Form Subcontract or Purchase Order- 100% Performance and Payment bonds are required for subs; material bonds are required from all suppliers. Shimmick Construction will pay bond premium up to 2%. Subs/Suppliers will be required to abide by terms and conditions of the AGC Master Labor Agreements. All proposers are bound by the prime contract terms and conditions, including payment provisions. Insurance coverage is required as set by the prime contract and/or Shimmick Construction – whichever is greatest. Minimum insurance requirements: General Liability $1M-Per Occurrence/$2M-Agg/$2M-Completed Operations; Excess Liability $5M; Auto Liability $1M; Workers Comp & Employer Liability $1M. Project specific insurance requirements are provided in detail the Special Conditions. The listing of a Sub/Supplier is not to be construed as an acceptance of all the conditions or exceptions included with the price quote. Shimmick requires that Sub & Supplier price quotes be provided at a reasonable time prior to the bid deadline to enable a complete evaluation.
